This educational film illustrates Article 17 of the German Basic Law with a fictional example. A group of local citizens protest against the planned sale of parts of the council's public beach. The beach is to be sold in order to finance the construction of new water pipes. The upset citizens write a formal complaint to the district administration, which transfers the complaint to the member of parliament in charge. The citizens argue convincingly, that the selling of the beach would be against public interest and so the complaint is accepted by the appeal committee of the district administration. In consequence, the Ministry of the Interior grants the community a subsidy for the construction of new water pipes.
