This film tries to examine and compare the function and freedom of the arts in totalitarian states, in particular the Third Reich, the GDR and the Soviet Union (socialist realism). The title already hints at the core of the film's findings. The film is probably inspired by contemporary theories of totalitarianism, which were replaced in favour of bureaucracy theories in the course of the 1960s, because former theories did not provide useful approaches for producing convincing and differentiated analyses of political structures. This deficit also shows in the film: the comparison is not differentiated in its details and excludes reference to the contexts and political structures of the different regimes. Therefore it runs danger of falling short of its aim of clarification and rather vindicating bias.
