This educational film illustrates Article 12 of the German Basic Law with a fictional example. A taxi driver is denied his request for a license, but eventually, he wins his case. Many cities limit taxi licenses, but the Federal Constitutional Court has declared paragraph 9/II to be unconstitutional. With the help of the Basic Law, the taxi driver gains his license.
